报告内容:
The UK Climate Change Act 2008 set out a legal binding target to reduce greenhouse gas emissions by 80% in 2050. Besides decarbonising the electricity sector, there are also requirements and challenges to maintain energy security and energy affordability. To address these challenges, the UK government has proposed four measures to reform the electricity market (EMR). The aim of this study is to understand how the package of four policy measures affects the investment prospect of energy technologies in the UK. Starting from a critical review on the evolution of the UK electricity market regime over the last two decades, the study will address why the existing market regime and EU emission trading scheme (ETS) cannot tackle the UK energy challenges. The implications of EMR on the risk and return profiles of six energy technology options are analysed in detail, including unabated natural gas combined cycle power (CCGT), CCGT with CCS, coal with CCS, nuclear power, emerging renewable technologies (i.e. offshore wind, wave and tidal) and decentralised renewable energy technologies.
