发展并非干预：发展评估中的方法论问题

Fred Carden自2004年起担任加拿大国际发展研究中心评估主任。他的主要职责是通过评估公共政策、发展评估手段研究的影响来评价组织和方案的执行情况及成果描述。这是评估发展项目的一个创新方法，取决于它们如何影响参与人群。Fred Carden发表了多篇关于评估、国际合作以及环境管理方面的文章。他曾先后在约克大学、坦桑尼亚合作大学、印度尼西亚万隆技术学院以及印度尼西亚大学执教并开展研究，曾获约克大学（多伦多）环境研究硕士以及蒙特利尔大学博士学位。

Fred Carden became Director of the Evaluation Unit at the International Development Research Centre (Canada) in 2004. His work has focused on assessing the influence of research on public policy, developing evaluation tools to assess organizational and program performance, and outcome mapping — an innovative approach that evaluates development programs depending on how they affect the people involved. He has written extensively on evaluation, international cooperation, and environmental management. He has taught and conducted research at York University, the Cooperative College of Tanzania, the Bandung Institute of Technology (Indonesia), and the University of Indonesia. Carden holds a PhD from the Université de Montréal and a Master's degree in environmental studies from York University in Toronto.

 

该讲座将针对如何更好的评估发展活动这一问题，分析其中存在的争议。目前对于发展评估的争议主要集中在方法论问题即如何评估而不是评估的目的，以及评估的受众，即为谁评估？讲座主张关注发展评估对于人们的影响，而不是某些项目的成功或者失败。同时，讲座呼吁发展评估的改革并就评估如何帮助促进发展的进程、活动和结果等提供建议。

This presentation will explore the current debates in how best to evaluate development activities. These debates in development evaluation tend to focus on methodological issues - how to evaluate  - rather than on the purpose - what to evaluate - and the audience - who is evaluation for?  The presentation will advocate a focus on the effects of development evaluation on people, not on the success or failure of particular projects that are carried out. The presentation calls for a reform of development evaluation and offers suggestions on how evaluation can contribute to stronger development processes, activities and results.
