内容简介：

中国目前已成为全球第一大ICT（信息和通讯）产品出口国，但大多数出口都是由外商投资企业完成的。有研究指出，在国内，包括ICT行业在内的外资高技术企业的研发强度甚至低于内资企业，中国的高技术产业只是“高技术组装业”，事实真是这样吗？ICT领域的外资企业究竟在这个行业的发展中起到了什么样的作用，他们与内资企业之间又存在着怎样的技术、产业与市场关联？这些关联对于整个产业竞争力的提升，特别是中国ICT行业的“自主创新”又意味着什么？

This study systematically analyzed the impacts of various global linkages on local firm technological innovation based on a unique dataset that was collected through a survey with 1000 plus firms in China’s information communication technology industry. The results showed that foreign invested enterprises (FIE) were technologically stronger than domestic firms although domestic firms were making more intensive efforts in R&D, product and process technology development. The results also revealed that Chinese firms were engaged in intensive market relationships with foreign firms although technological collaborations between the two were very limited. Nevertheless, the extensive market backward/forward relationships did not contribute to local firm innovation although the less frequent technological relationships did. The analyses further showed in building technological linkages between domestic firms and foreign firms, what mattered the most was not market linkages, but internal R&D. Such results clearly demonstrated the strategic value of in-house R&D in building firm technology capability. 

主讲人简介：

Yifei Sun is Associate Professor at the Department of Geography, California State University, Northridge. He got his Ph.D. in Geography from the State University of New York at Buffalo. His research interests fall within economic geography. Particularly, he is interested in technology, innovation and urban and economic development in China. Dr. Sun has published in journals such as Regional Studies, Environment and Planning A, Asian Pacific Business Review, Eurasian Geography and Economics, and The China Review, among many others. His co-edited book: Global R&D in China was published by Routledge in 2008. Professor Sun has been guest editors for a couple of journals on a number of special issues on China's innovation and technology, including the China Review (2006 with Yu Zhou) on Science and Technology Development in China, Asia Pacific Business Review (2007 with Max von Zedtwitz and Denis Fred Simon) on Global R&D in China, International Journal of Technology Management (in press with Rongping Mu) on China's New Innovation-Oriented Strategy, and GeoJournal (in press with Ronald Kalafsky) on Asian Manufacturing.
