报告人简介: Dr. Xi Liang(梁希) Dr. Xi Liang is a lecturer in energy policy at the University of Exeter. He is also leading the Master of Research in Environment, Energy and Resilience Programme as a part of South West Doctoral Training Centre funded by UK Economic and Social Research Council. Prior to joining Exeter, Dr. Liang was a research associate and a PhD student at Judge Business School, University of Cambridge. He started his research career at Imperial College London. His main research interests include the evolution of energy market regime, techno-economics, energy project finance. He holds PhD degree (in energy policy and finance), two master degrees (in management research and in process technology), and a bachelor degree (in electrical and electronic engineering), and Chartered Financial Analyst. 报告内容: The UK Climate Change Act 2008 set out a legal binding target to reduce greenhouse gas emissions by 80% in 2050. Besides decarbonising the electricity sector, there are also requirements and challenges to maintain energy security and energy affordability. To address these challenges, the UK government has proposed four measures to reform the electricity market (EMR). The aim of this study is to understand how the package of four policy measures affects the investment prospect of energy technologies in the UK. Starting from a critical review on the evolution of the UK electricity market regime over the last two decades, the study will address why the existing market regime and EU emission trading scheme (ETS) cannot tackle the UK energy challenges. The implications of EMR on the risk and return profiles of six energy technology options are analysed in detail, including unabated natural gas combined cycle power (CCGT), CCGT with CCS, coal with CCS, nuclear power, emerging renewable technologies (i.e. offshore wind, wave and tidal) and decentralised renewable energy technologies.
