未来十年将是中国新一代领导人面对国际国内种种严峻挑战的十年。 今年,多国政府面临重组,世界政治格局难以预测。美国选战硝烟正浓、欧元债务问题加重政府压力、欧元区问题更加紧迫、政府抉择困难重重;究竟是从经济联盟进一步推向政治联盟,还是从当前的货币联盟退回到欧元区解体,这还需核心国做出生死抉择。世界经济在动荡中二次下落,给未来世界经济前景蒙上了阴影,中国经济二季度以来出现了较大幅度下滑,外部经济动荡带来了新的冲击。 中共十八大即将召开,新一届领导集体将带来新面貌、新的治国纲领和未来10 年新的发展规划。如何克服当前经济下滑困难,应付外部冲击,是当前需要解决的迫切问题;如何把握未来发展趋势,如何应付未来挑战和矛盾、挖掘主导发展的积极因素,开辟一个新的可持续发展的时代,事关重大,当务之急。 为此,清华大学中国与世界经济研究中心(CCWE)特邀国内外研究机构、公司企业和国际组织具有影响力和战略眼光的学术精英、政府官员和企业高管,就2012 年以及未来相关重大问题的热点话题共同探讨,碰撞思想的火花,分析问题的脉络,提出相应的战略选择与政策建议。

The next ten years will see China’s new group of leaders face daunting domestic and international challenges. Currently, many countries are experiencing leadership reshuffles and political structures areundergoing significant transformation; the American presidential campaign is intense; the problemof the euro zone is becoming more urgent as the debt crisis puts more pressure on governments that face difficult choices for solving problems; and the core nations of the EU must decide whether they should push for the current economic union to develop into a political union as well,or step back and face the possibility of a disintegrated euro zone. The world economy remainsunstable and a double-dip has placed a shadow over future prospects. These adverse external circumstances have produced new shocks to the Chinese economy, which experienced a sharp downturn in the second quarter. At the upcoming 18th Party Congress in October, the new leadership group is expected to bring a breath of fresh air, and new policy directions will guide the country’s development plans for the coming ten years. How can the current economic downturn be addressed? How should external shocks be dealt with? How can China gain a strong hold on future development? How can China maintain its momentum for economic development and open a new era with sustainable development? All of these are critical issues that concern everyone and must be resolved. The Center for China in the World Economy (CCWE) of Tsinghua University has invited leadingglobal academic research institutions, firms, international organizations and influential academicelites, policy makers and entrepreneurs to discuss and analyze the major issues of 2012 and topropose strategic choices and policy suggestions.
