报告摘要：
The Sewol ferry foundered and sank in Korean waters in April 2014 with tremendous loss of life, including 300 students from a single high school. As the ship tilted and started to sink, the crew failed to deploy life boats and abandoned the ship while passengers were told to remain in their cabins. When responders arrived, they bungled rescue efforts, standing by while the ship went under.
What went wrong with the emergency response? Could it have been better? But why did the accident occur in the first place? What underlying causes resulted in the tragedy? And how did this single accident burgeon into a national political crisis that ultimately contributed to the impeachment and removal from office of South Korea’s president?

报告人简介：

Arnold M. Howitt is Faculty Co-Director of the Program on Crisis Leadership (PCL) at the John F. Kennedy School of Government, Harvard University. Dr. Howitt is also Senior Adviser of the Ash Center for Democratic Governance and Innovation, where he was previously Executive Director.
At Harvard, Dr. Howitt has been deeply involved in executive education programs for senior government officials. For China, he has co-chaired the national “China’s Leaders in Development” program and separate programs for the Shanghai and Beijing municipal governments and for five northwest China provincial governments. For US officials, he chairs or co-chairs “Leadership in Crises,” “Leadership for New State Health Directors,” the “Generals and Flag Officers Homeland Security Executive Seminar,” and “Leadership in Homeland Security,” and co-founded and has taught in “Crisis Leadership for Higher Education” and the “National Preparedness Leadership Initiative.”
