摘要：气候变化是当代所面对的最严峻的挑战之一，尤其对于发展中国家来说，气候变化的影响更为严重。在全球各国准备实质履行巴黎协议的内容的时候，发展中国家如何能在应对贫穷、不公和发展落后等社会内部问题的同时公平地对气候变化贡献自己的力量这个议题显得尤为重要。总体来说，开展低碳能源探索、应对气候变化应当与发展中国家的经济发展计划统一起来，走向一个可持续发展的低碳道路。面对气候变化需要多边主义和坚决地采取行动的决心。南非与中国一样，致力于在应对气候变化中扮演好自己的角色。南非将通过对内的政策项目和对外的在联合国气候协议框架下的对话与合作来兑现自己的承诺。

 Title: “THE ROAD TO 2020: SUSTAINABLE DEVELOPMENT, INTERNATIONAL COOPERATION AND THE PRIMACY OF MULTILATERALISM IN THE FIGHT AGAINST CLIMATE CHANGE”

 Speech Abstract:

Climate change is one of the most pressing challenges of the modern century; with its widespread impacts disproportionately affecting countries with low levels of development. As nations of the world gear up for the official implementation of the Paris Agreement to Combat Climate Change, there is a need to address the manner in which developing countries make a fair contribution to the global effort to combat climate change, whilst simultaneously tackling poverty, inequality and the legacy of under-development. In this regard, it is generally accepted that the transition to the low-carbon, inclusive, climate change resilient future should be done in a manner that simultaneously addresses the developmental objectives of emerging economies; essentially the sustainable development/low carbon growth path nexus.  Combating climate change requires bold action and participation by all, which can only be achieved by means of multilateralism. South Africa, like China, remains committed to playing its part in the global climate change effort through sound domestic policies, programmes and actions; and in the international arena through cooperation and dialogue – under the broad-based legitimacy of the UNFCCC.

埃德纳·莫莱瓦博士现任南非共和国环境部部长。她的政治生涯丰富多彩。在80年代-90年代期间，她担任过多个地方政府下属组织的领导。到21世纪初，莫莱瓦博士成为了南非西南省份第一位女首相，后转任环境部门部长。莫莱瓦博士致力于环境保护事业的发展。她对南非及全球环境事业做出了突出贡献。作为南非代表，莫莱瓦博士在联合国气候大会上积极与多国协商沟通，并于2016年代表南非签署了巴黎协议。莫莱瓦博士持有瓦尔理工大学所授予的应用科学博士学位。

Dr. Bomo Edith Edna Molewa

Dr. Bomo Edith Edna Molewa is the Minister of Environmental Affairs of South Africa. She has had a diverse portfolio of political experience. In the 80s-90s, she was the MEC of various divisions under the North West Provincial Government. In the 21st century, Dr. Molewa became the first female Premier of the North West Provincial Government, later moved on to be appointed the Minister of Environmental Affairs after two other career moves. Dr. Molewa has dedicated herself to the development of sustainable environment. She has contributed greatly to this cause both in South Africa and globally. As the representative of South Africa, Dr. Molewa proactively communicated and negotiated with representatives of other countries in UN Climate Change Conferences. In 2016, she signed the Paris Agreement on behalf of the South Africa government. Dr. Molewa holds an honorary Doctoris Technologiae in Applied Science from Vaal University of Technology.
