报告摘要:

Decision Support Systems (DSS) such as JRODOS (Java based real-time on-line decision support) can be used for many aspects of Emergency Preparedness and Response (EP&R). When the first systems emerged, the focus of the EP&R community was clearly devoted to ongoing emergencies aiming to develop optimised strategies during the event. In particular following Fukushima accident, it became obvious that there is a much wider range of applicability of such systems. This presentation will focus on the application of JRODOS in the following areas

In actual emergencies

For training and exercises

For planning of EP&R measures through simulations (scenarios)

For optimising monitoring strategies

In actual emergencies 

For special scenarios and conditions


In a second presentation, the application of JRODOS for defining emergency planning zones will be discussed. Following Fukushima, the German Radiation Protection Commission recommended to review all EP&R arrangements in Germany, among them the planning zones for early countermeasures such as evacuation, sheltering and distribution of iodine tablets. Performing several thousand of calculations with JRODOS for different sites, source terms and weather conditions, pre-planning zones in Germany were significantly modified. This demonstrated the added value of a DSS such as JRODOS for the preparedness phase.

Wolfgang RASKOB教授是德国卡尔斯鲁厄理工大学IKET研究所副所长, 事故管理组组长, 所有Rodos相关开发的协调人,主要从事核与放射应急管理,大型危机情况的决策支持,灾害分析,关键基础设施等研究工作。

Dmytro Trybushnyi老师是德国卡尔斯鲁厄理工大学的科研工作者,欧洲核应急实时在线决策支持系统(JRodos)开发与实施团队组长。主要从事JRodos系统的系统设计和关键开发,优化扩散模型,讲授相关培训课程,并负责在乌克兰、荷兰、瑞士、俄罗斯、中国和德国安装Rodos系统。
