A basic requirement for operating a stable power system is to maintain power balance between generation and demand by keeping the system frequency at its nominal value. To achieve the requirement, traditional frequency control makes generation follow demand. However, future power systems will have high penetration of renewables, new loads, and continuing growth in interconnections, which challenges the traditional frequency control paradigm. The concepts of load-side control, energy storage, and microgrids provide new methodologies for frequency control, where the load-side control can make demand follow generation to some extent, an energy storage device can provide quick frequency control services within its energy capacity, and a microgrid can manage local power balance such that problems arise within it can be solved locally. Then, the key problem is how to make all these methodologies/devices work together to balance demand and generation properly without introducing new issues. This seminar aims to propose a new control framework for frequency control in terms of network-based model and distributed control methods. These include non-disruptive load-side frequency control, secondary frequency control with storage efficiency, and frequency control in networked microgrids.
