Heleen de Coninck, a specialist in international climate policy and technology, manages International Energy and Climate Issues in the unit Policy Studies at the Energy Research Centre of the Netherlands. Metropolitan Land Use and Transport). She holds a Ph.D. from the Free University of Amsterdam in the Netherlands.

In order to make international environmental agreements attractive for countries to sign and want to carry out the terms of agreement, reciprocity plays an important role. This thesis explores whether the reciprocity provided in international climate agreements could be improved through international agreements focused on innovation and technology. In particular, it analyses the role of technology-oriented agreements from different perspectives and explores their potential consequences. The main conclusion is that technology-oriented agreements can provide more reciprocity than emission reduction targets, a finding that needs to be recognised in the Copenhagen climate negotiations.
