格拉姆（Phil Gramm）参议员是美国金融服务现代化法案（Gramm-Leach-Bliley Act）和商品期货现代化法案（Commodity Futures Modernization Act）这两部法案的总设计师。
格拉姆参议员于2002年12月加盟瑞银投资银行，任全球副董事长。其时他已在国会任职24年，曾担任银行业、住房和城市事务委员会主席。在担任银行业委员会主席期间，Gramm参议员主持了更新和修订银行、保险和证券法律的立法工作。Gramm-Leach-Bliley 法 取代了具有70年历史的格拉斯-斯蒂格尔法，后者禁止银行、证券公司和保险公司设立分支机构。
