Barnes博士曾担任美国环保署局科学咨询委员会(SAB)主任长达12年之久。该委员会是由非政府科研人员和工程师构成的组织,拥有400余员工,为美国环保署的多个部门和各种会议提供咨询服务,探究该部门对产业及公众所施加规制的技术背景。在Barnes博士的领导下,该委员会承担了一些有争议的主题,负责对其进行详细、挑剔的审查。例如吸烟的环境污染、细颗粒物(PM2.5)空气污染,二恶英控制和水污染物等。
Barnes博士还曾任职环保署高层理事会。该理事会主要关注那些威胁人类健康和生态系统的环境危机。Barnes博士同时还为一些相关政府机构和国际委员会工作,例如世界卫生组织等。
For 12 years, Dr. Barnes oversaw the operations of the Science Advisory Board (SAB), a group of more than 400 non-government scientists and engineers who confer with various offices of USEPA, in public meetings, to examine the technical background for the regulations that the Agency is about to impose on industry and the public. During his time of leadership, the SAB undertook detailed, critical examinations of many controversial topics; such as, environmental tobacco smoke, PM2.5 air pollution, “dioxin” controls, and specific water pollutants.
Dr. Barnes also served on the top committees of the Agency that dealt with environmental risks to human health and the ecosystem, as well as on various inter-agency and inter-national committees; e.g., the World Health Organization (WHO).
Prior to his leadership of the SAB, Dr. Barnes was a Science Advisor to the leadership of the Office of Pesticides and Toxic Substances in USEPA.

Scientists and engineers can provide valuable insight into environmental problems and how to solve them. However, these problems often involve issues that extend beyond science; e.g., economic impacts, development impacts, legal rights of citizens, and “the certainty of being wrong.” The speaker will describe how scientists and other technical experts in the US help the ultimate environmental decision-makers in the government to make good – if not the best – decisions, based upon the concepts of risk and risk management. The goal of the presentation is to inform future environmental leaders of China about immense responsibilities and equally large limitations they have in helping society protect the environment. In particular, he will describe how the process at USEPA is designed to work in theory and how it actually works in practice.
