主讲人简介:

Yves Tiberghien is Associate Professor in the Department of Political Science at UBC. He obtained hid Ph.D. in political science from Stanford University and was an Academy Scholar at Harvard University in 2004-2006. He specializes in comparative political economy and international political economy with empirical focus on Japan, China, Korea and Europe. In 2007, he published “Entrepreneurial States: Reforming Corporate Governance in France, Japan, and Korea” with Cornell University Press in the Political Economy Series. He also published articles and book chapters on Japanese political economy, comparative political economy, and climate change politics. Over the last four years, he has been working on a large project and book on the global governance of genetically engineered food (GMOs). He has a strong interest in environmental and food governance (GMOs, climate change, food politics) in China.  He is currently starting a new multi-year project on the role of China in global governance (with focus on global financial regulations, G20, and global environmental issues) funded by the Social Science and Humanities Research Council of Canada (SSHRC). 

讲座内容简介:

In the context of large uncertainties around globalization and a shifting global balance of power, what explains China’s positions  with respect to global governance? Under what conditions, does China choose to go along with the hegemon, protect its interests, seek multilateral balancing, or offer an independent alternative global path? This talk will introduce a new multi-year research project on the role and preferences of China in global economic and environmental governance with a comparative focus on global financial regulations, climate change, the G20, and biosafety.
    The second part of the talk focuses on China’s Role in the global governance of genetically modifed Food. Since the late 1990s, the governance of genetically modified foods and crops (aka GMOs) has been at the center of a global battle, pitting proponents of a liberal position against proponents of a precautionary approach. In this context, Chinese policy toward GMOs has presented a puzzle: while the government has heavily invested in research and development of GMOs (second largest budget after the IS), it has also passed EU-like restrictive regulations and ratified the Cartagena Biosafety Protocol. In this talk, Dr Tiberghien argues that this dual position is the result of inter-ministerial competition, trade interests with Korea and Japan, but also the growing voice of consumer groups and NGOs in urban centers. Dr Tiberghien echoes some of the recent work in the literature on deliberative autocracy, by emphasizing the existing mechanisms for upward representation without Chinese governance. The talk reports on the insights from several interviews with key players in China (including the ministry of agriculture, key scientists, and NGOs), as well as over 160 in Japan, Korea, and Europe.
