主讲人简介：
Zhirong "Jerry" Zhao博士是明尼苏大大学汉弗莱公共事务学院美国公共管理助理教授。他的研究侧重于公共预算和财政，特别是地方政府如何在不断增加的制约因素下生成足够的税收，以及公共部门和非营利组织在预算和服务决策方面如何相互影响。赵志荣博士在乔治亚大学获得公共管理博士学位，在中国同济大学获得城市规划硕士学位、学士学位。他目前在明尼苏达州立法机关，明尼苏达州运输部，以及林肯土地政策研究所资助的项目下进行研究。
A native of China, Zhirong "Jerry" Zhao is an assistant professor of public administration. His research focuses on public budgeting and finance, in particular how local governments generate sufficient revenue under ever-increasing constraints, and how public and nonprofit organizations interact with each other in budgetary and service decision making. Jerry holds a Ph.D. in Public Administration from University of Georgia and earned bachelor's and master's degrees in Urban Planning from Tongji University (China). He has worked on funded projects supported by the Minnesota Legislature, Minnesota Department of Transportation, and the Lincoln Institute of Land Policy.
讲座内容简介：
为了减轻环境问题，在近数十年来，一些国家已经制定了以市场为导向的政策工具，如环境税、费，或排放交易等。通过采用适当的价格信号，这些工具可能会鼓励保护环境，促进能源的有效利用，并为环境技术创新提供激励机制。本次研讨会将介绍一些环境法规经验，如在英国的环境税和美国有关碳税和总量管制与交易制度的争论等国际经验。然后，我们将讨论最近在中国的发展和相关问题。
To mitigate environmental problems, in recent decades some countries have developed a variety of market-oriented policy tools, such as environmental taxes, fees, or emission trading. By incorporating suitable price signals, such tools may encourage environmental preservation, promote efficient use of energy, and provide incentives for innovations in environmental technologies. This seminar will introduce international experiences of environmental regulation, such as environmental taxes in the United Kingdom and debates about carbon tax vs. cap-and-trade in the United States. We will then discuss recent developments in China and related issues.
