Kelly Sims Gallagher 是塔夫斯大学,Fletcher学院能源与环境政策的副教授。她也是哈佛大学贝尔法科学与国际事务中心主任委员会委员及高级助理。她主要从事美国和中国能源和气候政策的研究,尤其关注促进更清洁有效利用能源技术发展方面的国际及国内政策的作用。她是China Shifts Gears: Automakers, Oil, Pollution, and Development (The MIT Press 2006) 一书的作者,也是 Acting in Time on Energy Policy (Brookings Institution Press 2009)一书的编辑。
Kelly Sims Gallagher is Associate Professor of Energy and Environmental Policy at The Fletcher School, Tufts University. She directs the Energy, Climate, and Innovation (ECI) research program in the Center for International Environment and Resource Policy. She is also Senior Associate and a member of the Board of Directors of Belfer Center for Science and International Affairs at Harvard University, where she previously directed the Energy Technology Innovation Policy (ETIP) research group. Broadly, she focuses on energy and climate policy in both the United States and China. She is particularly interested in the role of policy in spurring the development and deployment of cleaner and more efficient energy technologies, domestically and internationally. A Truman Scholar, she has a MALD and PhD in international affairs from The Fletcher School, and an AB from Occidental College. She speaks Spanish and basic Mandarin Chinese. She is the author of China Shifts Gears: Automakers, Oil, Pollution, and Development (The MIT Press 2006), editor of Acting in Time on Energy Policy (Brookings Institution Press 2009), and numerous academic articles and policy reports.

Dr. Kevin P. Gallagher is an associate professor of international relations at Boston University, where he directs the Global Development Policy Program. He is also a senior researcher at the Global Development and Environment Institute at Tufts University.
Professor Gallagher is the author of: The Dragon in the Room: China and the Future of Latin American Industrialization, with Roberto Porzecanski (Stanford University Press, 2010), The Enclave Economy: Foreign Investment and Sustainable Development in Mexico's Silicon Valley, with Lyuba Zarsky (MIT Press, 2007), and Free Trade and the Environment: Mexico, NAFTA, and Beyond (Stanford University Press, 2004); and editor of Putting Development First: The Importance of Policy Space in the WTO and IFIs (Zed Books, 2005). In 2009 he served on the investment subcommittee of the US Department of State’s of the Advisory Committee on International Economic Policy. He writes a monthly column on globalization and development for the The Guardian (UK) newspaper.
