清华大学与埃克塞特大学于 2025年7月签署科研合作协议，建立联合科研基金用以鼓励双方教师联合科研创新。根据协议约定，现启动“清华大学-埃克塞特大学2026联合科研基金”项目征集。具体要求如下。

Tsinghua University and the University of Exeter signed a Cooperation Agreement in July 2025, establishing a Joint Research Fund to encourage collaborative research and innovation between faculty members of both institutions. In accordance with this agreement, the Tsinghua University–University of Exeter 2026 Joint Research Fund is now open for applications.

1. 项目征集领域 Scope of the Call:

·国际传播 Global Media and International Communication

·人文智能 Digital Humanities and Humanistic AI 

·中外文明互鉴 Intercultural Dialogue and Comparative Civilisations

·国别区域研究 Area and Regional Studies

·AI赋能教学 AI-Empowered Teaching and Learning

·人文社科领域的全球挑战 Global Challenges in the Humanities and Social Sciences

2. 项目经费额度与周期：

联合科研基金计划资助 10 个由清华大学与埃克塞特大学教师共同开展的合作科研项目。资助期限为 2 年。资金分两个阶段提供：

·第一阶段（第1年）：初始经费

清华大学：每个项目最多50,000元人民币。

埃克塞特大学：每个项目最多£5,000。

·第二阶段（第2年）：追加经费

清华大学：每个项目最多150,000元人民币。

埃克塞特大学：每个项目最多£15,000。

清华支持每个项目总计不超过 20万元人民币，埃克塞特大学支持每个项目不超过2万英镑。项目能否进入第二阶段，取决于第一阶段结束时清华—埃克塞特评审委员会的绩效评估结果。评估要求项目取得显著进展并达成既定的资助目标，包括提交学术论文初稿，并确保项目进度符合申请时提交的获批时间线。

除本项联合科研基金外，两校均鼓励参与学者在本项目合作研究的基础上，积极申请外部及国际研究资助。为实现这一目标，双方大学将为联合申请重大资助机构的项目提供指导与行政支持。清华大学将为埃克塞特大学的合作者提供申报中国国家级科研渠道的便利，包括由教育部等部门主办的资助项目。埃克塞特大学则将为联合申请英国重大基金提供支持。

Funding and Duration:

This call will support up to 10 collaborative projects, jointly held by Exeter and Tsinghua-based faculty. The grant term is two years and funding is released in two installments:

· Phase 1 (Year 1): Initial Funding

Tsinghua University: Up to RMB 50,000 per project.

University of Exeter: Up to £5,000 per project.

·Phase 2 (Year 2): Performance-Based Extension

Tsinghua University: Up to RMB 150,000 per project.

University of Exeter: Up to £15,000 per project.

The total cumulative funding per project across both phases shall not exceed RMB 200,000 from Tsinghua University and £20,000 from the University of Exeter. Progression to Phase 2 is predicated on a successful performance review by the Exeter-Tsinghua review committee at the end of Phase 1. This review requires demonstrable progress toward the agreed grant outcomes, including submission of a draft journal article, and satisfactory progress in line with the approved project timeline trajectory submitted on application.

Participating scholars are encouraged to pursue external and international research grants that build on their collaborative work for the project. To support this objective, both universities will provide guidance and administrative assistance for joint applications to major funding bodies. Tsinghua University will facilitate access for Exeter-based collaborators to relevant Chinese national funding channels, including those hosted by the Ministry of Education. The University of Exeter will provide support for joint applications to major UK funding bodies.

3. 项目经费使用要求：

资助资金仅限用于支持清华大学与埃克塞特大学之间的合作研究活动。可列支成本包括但不限于：学术交流与互访、组织联合研究活动，以及参加一年一度的“清华-埃克塞特研究研讨会”。资助资金不得用于以下支出：

·埃克塞特大学教研人员的工资

·合作伙伴大学、公司或其他机构人员的工资或报酬（包括教职员工及非教学人员）

·学生学费、培养费或奖学金

·间接费用、管理费或校内研究设施的使用费

Eligible Use of Funds:

Funding awarded under this scheme is intended solely to support collaborative research activities between Tsinghua University and the University of Exeter. Eligible costs include, but are not limited to, academic exchanges and reciprocal research visits, the organisation of joint research activities, and participation in the annual Tsinghua-Exeter research symposium. Funds cannot be used to support the following expenditure:

• Salaries of academic staff at Exeter 

• Salaries or fees (academic or non-academic) for staff at partner universities, companies or other organisations 

• Student fees, tuition or scholarships 

• Indirect costs, overheads or bench fees associated with internal research facilities 

4. 申请人要求：

清华大学项目负责人与埃克塞特大学项目负责人应同时进行本项目申请。清华项目负责人应为清华大学正式在职教师，优先支持 40 岁以下优秀青年教师项目。埃克塞特大学项目负责人应为埃克塞特大学人文艺术与社会科学学院全职受雇的研究人员。优先支持申请双方有一定交流合作基础的项目。

Applicant Eligibility:

Applications must be jointly submitted by the principal investigators (PIs) from Tsinghua University and the University of Exeter. The Tsinghua University PI must be a full-time faculty member at Tsinghua University, and priority will be given to proposals led by outstanding early-career faculty members under the age of 40. The University of Exeter PI must be a full-time employed researcher in the Faculty of Humanities, Arts and Social Sciences (HASS). Priority will be given to applications that demonstrate an existing foundation of academic exchange or prior collaboration between the two parties.

5. 预期成果：

在该合作项目直接资助下，须在国际同行评审学术期刊（如 SSCI、A&HCI 或 ESCI 收录期刊）上联合发表至少两篇共同署名的文章。项目负责人（PI）或项目核心成员须为第一作者、第二作者或通讯作者。考虑到核心学术期刊的发表周期通常较长，两篇论文中的其中一篇可采用更具灵活性的其他发表形式，包括：期刊特刊、会议论文集、编著或合著专著。

Expected Outcomes:

Joint publication of at least two co-authored articles in international peer-reviewed academic journals (e.g. journals indexed in SSCI, A&HCI, or ESCI) arising directly from the collaborative project, with the principal investigator(s) or core project members listed as first, second, or corresponding authors. Given the typically lengthy publication timelines of core academic journals, one of the two publications can be in an alternative publication format that offers greater flexibility. This second publication may include special issues of journals, conference proceedings, edited volumes, or co-authored monographs.

除上述要求外，同时实现以下成果中的至少一项：

In addition to the mandatory requirements specified above, at least one of the following outcomes must be achieved during the project period:

a. 项目执行期间，双方科研人员互访累计至少两次，并参加两校项目汇报会；

a. During the project period, researchers from both institutions undertake a minimum of two reciprocal visits in total (e.g. one visit by Tsinghua University researchers to the University of Exeter and one visit by University of Exeter researchers to Tsinghua University), and participate in joint project reviews or symposiums organised by both institutions; or

b. 一方科研人员到对方学校进行科研或访学累计 3 个月以上；或

b. Researchers from one institution undertake research or academic visits at the partner institution for a cumulative period of more than three months; or

c. 一方科研人员到对方学校进行专业授课 2 次以上；或

c. Researchers from one institution deliver at least 2 specialised lectures or short courses at the partner institution; or

d. 双方科研人员合作举办一场境外高水平国际会议；或

d. Researchers from both institutions co-host a high-level international conference; or

e. 合作研究内容从第三方获得后续科研合作资助；或

e. The collaborative research secures subsequent external funding from a third-party source; or

f. 其他具备同等价值的研究成果（请在申请表中具体说明）。

f. Other research outputs of demonstrable and equivalent value (to be clearly specified and justified in the application form).

如无法顺利结题，需退回资助金额。

In cases where a project cannot be completed as approved, the funding body reserves the right to request the return of the awarded funds, subject to the relevant terms and conditions.

Submission Deadline: All application materials must be submitted electronically by 10:00 AM (London Time) on 15 June 2026. Late submissions will not be considered.

Please note that proposals submitted to only one institution will be considered ineligible.
