报告摘要:

The Fukushima Daiichi nuclear accident in 2011 highlighted the importance of nuclear emergency preparedness and response, particularly for countries having nuclear power plants such as Canada. As a result, Health Canada, the lead department for the Federal Nuclear Emergency Plan (FNEP), has been implementing lessons learned from this accident. These included revising the FNEP itself, updating other plans, procedures and guidelines, and improving overall readiness. Specific activities included strengthening response arrangements between jurisdictions; increasing participation in exercises to evaluate procedures, technical assessment capabilities and interoperability; and using lessons learned from the exercises to improve government wide performance in future events. This presentation will focus on the role of Health Canada in preparedness and a response to an off-site emergency in Canada or having an impact on Canada and Canadians. The FNEP will be described along with how it interfaces with the Government of Canada’s all-hazards plan and provincial plans. The majority of the presentation will look at Health Canada’s Radiation Protection Bureau capabilities for monitoring and surveillance of radioactivity in the environment. The tools and techniques used to protect and reassure the population will be discussed. The training programs offered for emergency responders and receivers will be highlighted. Finally, deployment capabilities for exercises and events will be demonstrated.


报告人简介:


Mr. Claude Bouchard, B.Sc. MBA, Head of the Coordination and Operations Preparedness Section of the Nuclear Emergency Preparedness and Response Division, Radiation Protection Bureau, Health Canada.

Mr. Bouchard is an expert in emergency preparedness and response with over 20 years of experience in the field of emergency management.

Before joining the Federal Government, Mr. Bouchard worked for the Government of Québec for 11 years (1998- 2009) occupying different positions. He worked seven years as Head of the Emergency Coordination Office of the Ministry of the Environment of Québec where he gained his emergency response experience for transport and industry accidents, marine oil spills, chemical and biological weapons, disposal of animal carcasses, and radiological/nuclear emergencies. One of his most notable achievements in this position was the development and implementation of the Nuclear Emergency Response Plan for the Ministry of the Environment in case of an emergency at Gentilly-2 nuclear power plant.

Since 2009, Mr. Bouchard has worked for the Nuclear Emergency Preparedness and Response Division of the Radiation Protection Bureau of Health Canada. During this time he has developed expertise in nuclear emergency preparedness and response. He plays a significant role in Health Canada’s monitoring and response actions. He notably participated in the response to the Fukushima Daiichi Nuclear accident in 2011. As the section head of the coordination and operations section, Mr. Bouchard developed the capabilities for deploying Health Canada Emergency Response Field Team for radiological/nuclear accidents or security events. Mr. Bouchard and his team of scientists can deploy a large variety of scientific equipment including the two Health Canada Mobile Nuclear Laboratories to support provincial response efforts. Finally, Mr. Bouchard is responsible for the coordination of the Federal Radiological Assessment Team (FRAT) which groups all federal expertise deployed for a nuclear emergency response.

Mr. Bouchard received his education from Laval University completing a Bachelor of Science in Biochemistry in 1996 and a Master’s in Business Administration in 1998.
