Edward W. (Ned) Hill is Dean of the Maxine Goodman Levin College of Urban Affairs at Cleveland State University and Professor of Economic Development. He is also a Nonresident Senior Fellow of the Metropolitan Policy Program at The Brookings Institution and a Nonresident Visiting Fellow of the Institute of Governmental Studies at the University of California at Berkeley though his membership in the MacArthur Foundation's Research Network on Building Resilient Regions. He is affiliated with the Faculty of Economics at the University of Rijeka in Croatia through its Public Administration Program. He earned his PhD in both economics and urban planning at the Massachusetts Institute of Technology in 1981.

This presentation combines two pieces of research. The first portion reports on an econometric study of the regional impact of academic excellence in natural sciences and engineering disciplines that are typically associated with technology based economic development. Based on these results a strategic planning framework was developed for university engagement in regional economic development. The framework looks at the university as a multiproduct firm and examines how those products relate to the university’s regional economy. The presentation is currently being used by a university in the United States to form its strategic plan.
