转型时期的政府治理

清华大学公共管理学院产业发展与环境治理中心成立已经三年,其宗旨:“在制度变迁与协调发展、资源-环境与可持续发展政策、产业组织-规制与政策等领域中开展相关的政策研究、学术交流,提高中国公共政策与治理研究与教育的水平”。在全球化历史潮流的冲击下,社会的流动性、不确定性和风险性极大地增强。中国以相当于整个欧洲的地理规模和13亿人口,维持了近30年的高速成长,把西方各国在200年里逐渐演化的城市化、国际化进程浓缩到20年的时间段里,这样的社会结构大转型是史无前例的,特别是当中国人均国民收入接近3000美元的阶段,能否到达现代性国家的门槛,走入一条可持续发展的道路,如何应对因制度变迁必然带来的紧张、冲突、危机以及新生事物,都值得对转型时期的政府治理进行未雨绸缪的讨论。

Public Governance in the Period of Transition

It has been three years since the establishment of CIDEG at Tsinghua University. Its main targets include: “policy research and academic communication in areas related to institutional change and harmonious development, the resource environment and sustainable development, and industrial organization and regulation,” and “improvements in education and research on Chinese public policy and governance.”
With the impact of the wave of globalization, social mobility, uncertainties, and the level of risks have greatly increased. For nearly 30 years, China, with geographic and demographic scales equal almost to those of the European continent, has maintained a high growth rate. The two hundred years of gradual evolution of industrialization and internationalization in the Western countries have been compressed into two decades in China. Such a great transition of social structures is unprecedented. Can China successfully cross the threshold of the modernized countries, be guided onto a road of sustainable development, and deal with the unprecedented tensions, conflicts, crises, and problems, especially at a stage of per capita income reaching US$3,000? It is necessary to hold farsighted discussions on public governance during the period of transition to answer these questions.
