主讲人简介：

Brian Atwood教授是美国明尼苏达大学休伯特汉弗莱公共事务学院院长。在威廉•克林顿执政时期，曾在美国国际开发署（USAID）担任6年署长，之后作为副国务卿领导国务院交接小组。2001年，Brian Atwood教授效力于联合国秘书长安南的维护和平事务小组，担任能源顾问委员会秘书长，美国国际战略研究中心主任等职，并受美国军事委员会的委托，研究伊拉克的战后重建工作。

Brian Atwood教授的外交政策生涯始于1966年。他曾先后在美国驻科特迪瓦和西班牙大使馆工作。1972-1977年间为参议员托马斯•伊格尔顿先生担任外交与国防政策立法顾问。卡特政府期间，Brian Atwood教授担任美国国会关系部部长助理。1981-1982年间，担任美国外交学院（FSI）专业研究与学术事务部主任。1986-1993年间，担任美国全国国际事务民主学会首任会长。由于Brian Atwood教授在推动人权和民主方面做出很大贡献，美国大学于1995年授予其名誉博士学位。2006年11月，Brian Atwood教授应邀加入美国国家公共管理学会。目前，Brian Atwood教授还担任美国国际事务专业学校协会主席，AFS国际文化交流项目理事会主席及其他志愿职务。

J Brian Atwood is the dean of the Hubert H. Humphrey Institute of Public Affairs, University of Minnesota. Atwood served for six years as Administrator of the U.S. Agency for International Development (USAID) during the Administration of President William Clinton. In the Clinton Administration, Atwood led the transition team at the State Department and was Under Secretary of State for Management prior to his appointment as head of USAID. In 2001, Atwood served on UN Secretary General Kofi Annan’s panel on Peace Operations. He served on the Secretary of Energy’s Advisory Board, the Center for Strategic International Studies/U.S. Army Association Commission to study Post-Conflict Reconstruction and the Council on Foreign Relations task force that wrote the report titled “Iraq: The Day After”. Atwood’s career in foreign policy dates back to 1966 when he joined the Foreign Service and served in the American Embassies in Cote d’Ivoire and Spain. He served as legislative advisor for foreign and defense policy to Senator Thomas F. Eagleton (D-Mo) from 1972-77. During the Carter Administration he served as Assistant Secretary of State for Congressional Relations. He was Dean of Professional Studies and Academic Affairs at the Foreign Service Institute in 1981-82. Atwood was the first President of the National Democratic Institute for International Affairs (NDI) from 1986-1993. He received an honorary doctorate from American University in 1995 for his work in promoting human rights and democratic values. Atwood has received numerous other awards for public service, including the Secretary of State’s Distinguished Service Award. In November 2006, he was inducted into the National Academy of Public Administration. He currently serves as President of the Association of Professional Schools of International Affairs (APSIA) and Chair of AFS Intercultural Program’s Board of Trustees, among other volunteer positions.
