主讲人将以ICT产业为例，围绕日益增加的复杂性对标准作用的影响，探讨新形势下标准与创新政策所需进行的调整。对于复杂性影响的讨论将分为四个层次：技术（模块化设计、融合、系统集成），商业组织（全球生产与创新网络），市场结构，以及未能迅速适应日益复杂现状的法律和监管体系。此外，还将讨论美国与中国标准化体系的一般政策问题。
Both the US and China seek to promote innovation to enhance international competitiveness in the dramatically altered post-crisis environment. To achieve this objective, a well-functioning standards system is needed that facilitates knowledge diffusion, innovation, investment and trade, and that allows for a fair distribution of costs and benefits.
This talk will examine the impact of rising complexity for the role of standardization in the ICT industry and ask what adjustments are necessary in standards and innovation policies. The impact of rising complexity will be analyzed on four levels: technology (modular design; convergence; system integration); business organization (global corporate networks of production and innovation); market structure (entry of new players who can challenge existing rules of standardization); and the failure of legal and regulatory systems to rapidly adjust to rising complexity. Generic policy implications will be discussed both for the US and the Chinese standardization systems.
主讲人简介：
Dr. Dieter Ernst, senior fellow and professor at the East-West Center, Honolulu is an authority on global production networks and R&D internationalization in high-tech industries and on Asia’s industrial and innovation policies, with a focus on standards and intellectual property rights. He was a senior advisor to the OECD, Paris; research director of the Berkeley Roundtable on the International Economy (BRIE) at the University of California at Berkeley; and professor of international business at the Copenhagen Business School. Recent books include A New Geography of Knowledge in the Electronics Industry? Asia’s Role in Global Innovation Networks (2009), Innovation Offshoring-Asia's Emerging Role in Global Innovation Networks (2006), International Production Networks in Asia.
