Payment for Environmental Services schemes have been used in many countries, and an increasingly large literature has considered their application to a variety of environmental management issues, such as ecosystem and species conservation, soil conservations, watershed management, and more recently fisheries management. Several definitions of PES have been put forward, which highlight several (often overlapping) characteristics of PES. So far, however, less attention had been devoted to developing a well-defined framework that brings together the key features of a PES system and the steps to be taken to set it up. Such a framework can also be used for the review and assessment of performance of PES schemes. Its features, and a sample application to a PES scheme in Laos (which is being carried out for a regional review of PES in Mekong countries) will be discussed in this seminar.

   Dr.Luca Tacconi is Professor of Environmental Governance in the Crawford School of Public Policy, College of Asia and the Pacific, The Australian National University (ANU). He is also Associate Dean for Research in the College. Prior to working at the ANU, he held positions with the Center for International Forestry Research, the Australian Agency for International Development, and the University of New South Wales, where he also earned his PhD in ecological economics. His research focuses on the economic, political, and social factors that drive environmental change, their implications for rural livelihoods and poverty, and public policies to address them. He is conducting research on environmental governance, social and economic aspects of deforestation and climate change, market instruments for the provision of environmental services, and research methods for environmental management. Dr. Tacconi serves on the editorial board of the journal Forest Policy and Economics.
