古吉莱•恩昆蒂，1948年生，毕业于南非大学，获政治、公共管理和应用经济学专业的管理学学士学位。现任南非农村发展和土地改革部部长、东开普省立法会委员、东部教育危机委员会创始成员、地方政府和住房执行议会成员。 
Bio of Speaker： 
Mr. Gugile Ernest Nkwinti is born in 1948. He earned his Bachelor of Administration specialising in Political Science, Public Administration and Applied Economics from the University of South Africa. He is Minister of Rural Development and Land Reform, Member of the Eastern Cape Provincial Legislature, Founder Member of the Eastern Education Crisis Committee and Member of the Executive Council of Local Government and Housing in South Africa.
